You have to complete a Red Shard Event

just tap the exclamation point w/ a thingy orbiting it and you can start the quest, which just requires you to go to a red shard event

you need to visit memories to complete the seasonal quests,

memories are only accessible after meditating at the blue diamond (that shows up after completing Red Shards activity)

currently the shards schedule is
Mon-Thur : Black shards
Fri- Sun : Red shards

so to answer your question, you’ll have to wait until Friday to be able to complete the quest
