No, its on Eden... Like opening the shop on home ot aviary, theres a constellation shop in Orbit... A.k.a. rebirth area, to access the elder, you just press the flag (this is the ? In constellation a.k.a. ultimate gift). As i said, Elders are only accessable in Orbit and you must have 100% progress on constellation...

You can meet the Isle Elder by collecting and buying all the items and nodes in the isle constellation from the spirits, and once you bought it all, you can get a 100% completion from Isle, and you would see a flag icon that was once a question mark icon from the isle constellation, and the tex say "visit the light" or something, meaning you have to go through eden and then once you're in the orbit, you can visit the isle spirit constellation there and tap the flag icon, then a cutscene plays with Isle Elder appearing, and offering their Ultimate gift :3
