i have a question about the resonated heroes on young states. We dont have the option to upgrade the special skills. The only thing you can upgrade is the resonance level. My question is does that ever change when your State finally gets to limitless status? Or will these heroes always be without the special skills?

Well tbh skill matters but nowadays, stats are insanely flipping the battle results, I put two RS (III&IV) on Stark but slightly weaker stats, and it did 100k worse than the offensive TAs like OP 2 and Mo2 but with better stats.
Guessing they are increasing the influence of stats again.
