We've seen many of you discussing and asking questions about the new State transfer rules. To help you transition smoothly into your next journey, we've put together this detailed Q&A to answer the most common questions.

State Transfers & Rules
1️⃣ Is there still a transfer limit for each State?
Yes. In the upcoming transfer, each State has a fixed number of transfer slots, which is the only restriction.

2️⃣ Do transfers still require Invitations?
The Invitation feature has been removed.

3️⃣ How many transfer slots does each State have?
After the State transfer begins, both States and players will be divided into different tiers based on their transfer points.

State tiers:
Shelter, Fortress, City-State, and Keystone.

Player tiers:
Rising, Elite, Master, and Grandmaster.

Each State tier offers a set number of transfer slots for each player tier, and the number of slots varies by State tier.

State Transfer Schedule
1️⃣ When are State tiers and transfer slots determined?

A State transfer lasts 6 days:
◾ Day 1: View State tiers.
◾ Day 2 - 4: Submit your application.
◾ Day 5 - 6: Transfer to the target State.

2️⃣ When will applications open?
Applications will open roughly two weeks before the season ends. Keep an eye on Community announcements for the specific date.

3️⃣ Can I apply to multiple States at a time?
No, you can only apply to one State at a time. To change your target State, cancel your current application or wait for it to be denied before reapplying.

4️⃣ If my application is approved, can I transfer to the target State immediately?
No. A State transfer has three stages: Preview → Application → Transfer. After your application is approved, you must wait for the Transfer stage to move manually to your target State. If you don't transfer manually, you'll be automatically moved when the Transfer stage ends.

Review and Permissions System
1️⃣ What happens if my target State doesn't have a Governor after I register? Who reviews applications?
If there's no Governor, the leader of the top Alliance will review applications.

2️⃣ Can only Governors review applications?
Governors can assign Alliance members above R4 as approvers. (If there's no Governor, the leader of the top Alliance can assign R4 members as approvers.)

3️⃣ Why is my application always being denied?
There are two possible reasons: 1. The approver of your target State denied it. 2. Your target State may have no available transfer slots left.

4️⃣ Is there an Auto-Approve option?
Approvers can enable Auto-Approve for each player tier. To secure a spot, it's best to apply to your preferred State as early as possible.

Use and Return of Server Transfer Passes
1️⃣ Do State transfers still require Transfer Passes? Has the number needed changed?

Transfer Passes are required
Grandmaster - 40
Master - 35
Elite - 30
Rising - 25

2️⃣ If I cancel my application, will my transfer item be returned?
Transfer Passes are only deducted after a successful transfer. Once deducted, they can't be returned.

All 4 stats were almost the same # so if I got roughly the same increase on all 4 per nurture, I'd max all 4 nearly the same time.
Which, 3 of the 4 maxed on 11. And the 4th maxed on the 12th nurture.
Yea, the stats could have been lower, and depending on how much lower, I could have not had perfect. I got 5 times max amount for at least 1 stat

I understood the chart differently. For example: I think a shelter city can take 50 rising plus 25 elite plus 8 masters plus 3 grandmasters for a total of 86 players. But I may be wrong.
