Now if you have the move tool selected, you can click on that top layer of the person, there will likely be a box around that layer if you click and drag the corners you can make it smaller and reposition it to be center

Alternatively holding ALT while dragging the the corners will scale it uniformly from the center point

Perfect, now in order to add a frame like your reference there’s options. But the quickest? While you have it selected, under your layers panel in the bottom right there’s a lil button you can click labeled “fx”. You’d choose stroke and pick a color 👍 not a fancy frame but it works

These things are found in id:customize you need to choose the ones you need/want.

Possibly a noise filter as stated by @scenic hazel or a texture that was ovelaid on top of the layer stack with a specific blending mode like "overlay"

I think the aim is to make the photos look like poorly exposed/developped films, with grit and dust from the developping process

you see thumbnails at the bottom? Bridge can read all sorts of formats and sometimes it's a good way to see if the file is corrupted forever or not. You can't do that with any other viewer because not many can read .psd

Well, that's the tricky bit. Basket ball players are people who generally don't give away their rights for free and nor do the photographers do (after all it's an expensive business) so it's not very likely you'll find images, copyright free, of those basket ball players. Of course you could "steal" images on Google but it would only work if you're making posters for yourself.
You can find images for sale in stock websites for example Adobe Stock

To know the kind of images you need, you need to first define the size of your poster, and then, check if the relevant image is at least equal in pixels to the size of your poster. Generally posters are A3 or A2, so it may need a large, hi res image so it won't be blurry

All the other assets you may need (like the flowers in your example) are easily found for free (or even paying ones if you really look for quality), but photos will be tricky, if you don't want a non-descript player

If non-descript is what you look for, then you can find free options, like here

While it can be done in Photoshop, it won't be as easy as doing it in Illustrator. This one has probably been done in Illustrator. I doubt that in Photoshop you could do it entirely with styles (I'm thinking about the dark shadow part) while in Illustrator, it can easily be done, saved as a graphic style and applied to any live text (or other asset)

You can't really transform one shape into another in Photoshop (you can in Illustrator)
The best thing you can do is take the direct selection tool (the white arrow that sits underneath the black arrow) and move every other point inwards to make a star

Or better still, create a new star from scratch, it's probably easier

There is no default custom shape for a star, in photoshop, so you'll need to build one, using guides.
And you won't be able to change the number of points in a star automatically (that's what Illustrator knows how to do)
They aren't "live shapes"

You can, however, save your own shape (once it's built), into a custom shape you can reuse, and transform.

If what you do involves retouching photos or paint, or work on raster images, then Photoshop is better. For everything that has to do with Vector shapes, (might it be illustrations, icons, etc) then Illustrator is better. So the shape and size of the work you do (as in thumbnails) doesn't matter, but what you are working with does.

Most people who do graphic design juggle both.(+ InDesign if you're doing either presentations or multi-page layout)

Not an After effect expert (far from it) but After effects should recognise your layers (and you'll probably have to make those layers compliant) so you can animate layers separately in separate compositions

For freehand drawing, it's better to have a tablet on the biggerside, that's not necessarily the case for Retouching photos for example.
For drawing, I like to use the screen on my tablet, but it's not necessary to have one. It's just that it looks more like the experience of pen and paper when you see where you draw.

What is important is the level of precision, and the level of pressure and tilt
I find the XPpen well built, but I don't really know about Huion. I've had bad experiences with cheap wacoms, I'm sure the expensive ones are better

If you never ever had a tablet, I would say you can still buy a cheap one (you can have one for £35) and see from there

Try refurshed ones as well. (Amazon Warehouse, Ebay outlet shops etc)

There is likely not a single tutorial that will cover it all. Grading is a complex matter and likely something that will take quite a while to master (in addition to having the right gear: Calibration, decent screen)

You'll need to think about budget, available room, and your own practice. To be honest I don't know a lot of other retouchers, but you could have a look at who you could find on reputable freelancing platforms:
Behance, Upwork, PPH but there are others (I don't recommend Fivver)
When you open a new project, state your budget if you have one. (Don't say £5, that would be ludicrous, hourly rates for freelancers vary of course, but for example in the UK, nobody should charge below £20 per hour, if they charge less that means they are starting out, or not serious.
Don't write "it's easy for someone who knows their stuff" because it's must be the most irritating thing you have to read as a retoucher. If you don't know how to do it, then you don't know if it's easy or not.
If you're not sure about the budget, don't put one, and then when people answer with their proposal, see what they can do by looking at their portfolio, samples or website.
When you have selected a few people, judge with the budget you have.

If the logo isn't it's own layer it might be simplest to make a new layer of it and make sure it's above the black and white layer. Or just mask it out. Clipping mask might also help make sure the right layer is being targeted. All this assuming you didn't go into image mode and make it black and white that way

Export > Save for Web... needs to be refactored and modernized. There are several useful features in there that don't exist elsewhere. For instance, its the only way to export GIFa (animated GIF) with control and a visual preview. It also has more granular control over file format options. Its outdated in that Save for Web still give you previews and estimates for downaloafing images over a 56k dialup connection. Haha.

Combine Export > Save for Web... and Export > Export as... into one, contemporary, Export powerhouse feature. Thanks in advance!

You only have to crop the part you want (with the crop tool) if you only want one of the faces. As to improve quality, you can use one of those AI driven apps (free) for example Upscayl

If you're the guy withthe white shirt, then you will still have to remove the hands, and you'll have to do it with either manual tools (the image is too low quality IMHO to do that) or use GenAI within Photoshop

JUst select the hands one after th other, and then use the contextual bar - without writing any prompt in it - to remove one hand after the other

NO real need to remove, it's just that answers come as people who can are available, it's not necessarily immediate.

select the bits you want to remove (here the sky) and type in the contextual bar box that says "What would you like to gnerate" (but don't write anything) . Click on "generate"

Do that for all the othr bits and you should have your profile picture

The "better quality" part, you can do why the super zoom neural filter (Filter>neural filter>super zoom) or one of those apps like I said bfore (Upscayl) but honestly, I don't think you got enough details here for it to work accurately.

The end result after I cropped is only 100 px wide and 136 pixel height, and there probably not enough details for any generative AI model to draw from. You can try though...

Inverting the colours of the suitcase and raising the gadation curve produces a similar image. With a little reworking ...

So as you all know, the community streaming ability on Behance will be closing soon, and the streamers’ community have decided to host a “last bash” with a continuous stream today.
I think the streaming community would be delighted if as many people would turn up, even for a short time to say hello in the chat!
I have personally learned so much stuff with random streams over the years, both the the official Adobe live streams but also streams from people who are doing that for free, on their own time, for the benefit of others (and I know it takes a crazy long time, as I done it one as a guest, so I didn’t even had to set up anything!)
Most if not all the streamers will be keeping on streaming on other platforms (YouTube, Twitch or Facebook) so be sure to check and subscribe to their channels so they can get all the love they deserve.
