it's a still image - really, nothing that's a video, I just tend to use After Effects for absolutely everything

If there is no animation, then I'd probably choose Photoshop. Why over-complicate it? Specifically with an app that was designed for professional-level animated effects.

The only advantage would be if you change your mind and want to animate later on. :)

If you're comfortable using Ae, then I suppose it doesn't matter that much. I just see Photoshop as easier because it doesn't involve the timeline. And there is more control over individual layers, effects, etc.

A couple Layer Styles. Bevel & Emboss and Drop Shadow, would probably do most of it.

You can't magically make something "high rez." You'd either have to create the artwork at the appropriate size or flatten the image and use an AI Upscaler to attempt to increase the dimensions.

You probably still can use it as a "normal" non screen tablet. I have a display one from XPpen that I use for drawing in Fresco and occasionaly in Photoshop, but if I have to retouch photos, my big screen is more precise (and I get a calibrated screen to look at!) so I don't turn on the display and use it as a "standard" tablet instead. Just check it!
Also it may be a question of having a HDMI cable splitter on some older computer that don't have two HDMI output. They are cheap (think £10 or below)

When you check the menus, here in "layer">"hide layer" you'll see that those that have a shortcut assigned have it next to the name on the menu

You have dealing with path here, they are vector, so it won't look pixelated, BUT, it may be that your screen is very small
Can you provide another screenshot with a regular artwork? (like vector paths aren't really "real", they don't show up when you downl;oad the image or print it)
Also, it's better if you screenshot the entire window, instead of just a portion, there is no clue on why things happen when you don't show us the whole interface
