You can remove the prefrontal cortex brain trait from a subspecies so they won't join kingdoms

Make sure the kingdom expansion world law is turned on

They will eventually settle new villages. But they won't do it during a war

And it can take a long time

Also they might not have space, but they can go far away to settle. So if there's space somewhere, they will eventually go there

It says it corrupts creatures and makes me able to control them. But what does that even mean?

It is one of the 4 desire objects which all have a desire trait associated with them. They work in a similar way, converting people around them to their cause by giving them that trait. They will be hostile to everyone (although I've heard there's apparently some exceptions, like aliens will be friendly to those with alien mold, and assimilators to the computer chips)

If a unit gets a desire trait, either from you or from the object, they will leave their kingdom like with madness

And they will stick around that object with their fellows who also have the trait. And that trait gives a stat buff to them, depending on what desire it was
