Turn off the permafrost setting, and if there's ice that you don't want then use the heat ray in the weather/biome tab. You can also prevent it from happening by changing th ages to never be cold.

1. Use a subspecies with the genetic mirror subspecies trait, like garlic people or acid gentlemen.
2. Use trait editor on the king and give them 20+ traits.
3. Use the smooth jazz power to force the king to have children.
4. Kill the king. Their children will inherit the throne.
   Since genetic mirror doesn't pass on the scar of divinity trait, their children will be a king with 20+ traits without the scar of divinity, therefore they are eligible for the achievement.

can you get a preexisting .wbox map file and reduce it by size proportionately

afaik no, or at least the ~ex command doesn't let you input dimensions that are smaller than the existing map.
I suppose you could take the preview.png of the map and convert it into a smaller map, but if you have any trees or buildings, they'll mess with the conversion process since they're pixels on the minimap.
