You can also argue that because your opponent didn't load all purpose ammo, like 855a1, and instead loaded low-damage high-pen ammo, he wasn't prepared to fight you.

ballistic calculations get performed on visor if no pen, then armor damage is done and the chain ends there, if pen, fragmentation math is done. if bullet fragments those fragments then get their math done on the chops with the reduced velocity etc. if no frag then the whole bullet goes through another pen check on the chops with the lowered velocity and lowered pen values. chops and visor might save you from a bullet with a pen power of like 30-31 MAYBE
