shooters irl have some idea of where they're aiming and i think it'd make sense that a pmc that practices they would get better with their hipfire aiming intuition.
in-game as the skill levels up, this could possibly be in the form of an increasingly accurate / usable visual aid of where the gun is aiming, better gun maneuverability / faster hipfire aim return to center, or better recoil control while hipfiring (somewhat like the difference of having laser on or not when hipfire skill is sufficiently leveled)

probably, so the potential hipfire skill may either need to be balanced around the existing recoil control skill or not affect recoil in the same way recoil control does. i can imagine it would be acceptable as a starting point if the potential skill affects recoil in a similar way lasers do based on how leveled the hipfire skill is (turns wild hipfire sprays into more controlled sprays similar to ads spraying). in other words, if hipfire skill is to affect spray / recoil control, it could make hipfire spray control almost the same as ads spray control so that hipfire and ads sprays are similar for any level of recoil control once sufficient hipfire skill is obtained

well I think you need to suffer until lvl 15

then you can buy better guns and mod them

you should really play alot of scav and learn extracts for like woods customs interchange shoreline

you can download an app on ur phone with all the loot marked, all extracts all caches etc

while being lvl 15 all u need to do is just buy a gun mod it and buy the best possible ammo and you can kill almost everyone xD

I joined a match monitoring my memory usage, ram usage, gpu & cpu usage, gpu & cpu temps and framerate, all with OSD graphs

And so basically no difference at all

With settings to the lowest vs max

FPS don't change at all, gpu and cpu don't change at all

The only thing that changes while in raid is ram usage

Well idk much about Mip Streaming but it also has to do with your VRAM, which means your GPU, so it doesn't only depend on your RAM, but also on your GPU and CPU
