On shoreline and woods, more or less yes. Lots of people gear themselves out for a longer range gunfight with longer range optics so if you were either on a hill or in a open field you're just a walking target for them.

To safely navigate either map you need to stay in gullies and valleys, stay clear of fields unless you're running through them, and be very cautious approaching any sort of building larger than two stories with windows facing you

Armor plays a very big deal in Tarkov, the starting rounds you get don't penetrate armor very well. If you're even in a situation to dump 3 mags into someone, aim for the legs or the head.

If I were you Tyson, I would focus on doing Skier quests until you unlock the questline 'Friend from the west' part 1 and 2. After doing part 2, you unlock Peacekeeper quests. Focus on doing Peacekeeper quests after that.

BTW the quest 'Friend from the west part 2' is easy, all you gotta do is give $6,000 to Skier. But you gotta start saving that money because $6k = ~1M Rubles

Personally, just run a scope every raid and wait until people go snipe from dome, get the distance right from where you at and that's free SBIH kills. If you want to force it a bit more, medical towards K-buildings or scav lands extract, white pawn towards school / dropdown, anywhere on the rocks and/or dome (I don't like that last one, but for sure worth trying, plenty of sightlines is just shooting further).

There's several guides on youtube on how to fight the rogues in the water treatment plan for BEARS so u can get in the compound and do your quests. Look them up. It's definetly possible, tad harder compared to USEC yes but certainly not impossible.
