can anyone tell me, why when i have the complete drop on someone, with the best ammo! i load into them with my mags, NOT missing, they do NOT die, they then turn around and kill me somewhat instantly, yet im behind a wall?

Basically if you spawn near it, the little outpost north of RUAF has a high density of medical loot and ammo, then ATV, Town, and the camp+bunker to the north have a surprisingly high density of loot.
You can skip AB though, it's too dangerous for too little loot
