They keep it pretty consistent, but some data on the wiki is outdated. 12.12 didn't change ammo values though, just how ballistics works. So it should be accurate for close range on everything.

Well you can only kill people with Paca. If you come across someone with level 3 armor you need to hit about 10 shots on thorax to actually have any chance of penetrating really.
