If you have 10mil and you are lvl 20, you`ll have to spend several times the actual price on everything. If you are lvl 40 and have 10mil, you will have access on the AP ammo and decent gear on vendors - 3-4 times less.

So your first priority should be to level up.

The best and only real chance to level up fast, as a new or semi-new player is to do quests. There are 150+ quests in the game, most of them are really easy, and the abundance of quests, make it easy to avoid the ones you don`t like. After the wipe I got from lvl 1 to lvl 35 in like 2 weeks.
