Mosin shoots the beta round you have available, but no optic fits it. As you said there is the sks. There are all the shotguns that don't really need optics. There is the ump. Ppsh and kedr both can't have optics but very solid leg meta guns

Depends on how much you want to spend.

That's broke at this point in the wipe but doesn't matter. At your level best you should run is Press armor and the 6B47 helmet barter.

unless you're lucky and manage to ambush-headshot a PMC (and their teammates)
if you want to do PMC raids for cheap, my suggestion is to grab a scav-vest (barter with Jaegr with Slickers), PACA barter with 3 half-masks, or any other class 2/3 body armor, and a Mosin with 20 rounds of LPS, or a shotgun with Express buckshot/Magnum buckshot
also, armored face masks are a much better option imo than helmets
