i avoid anything below level 4 since the beginning of the wipe. there are really cheap level 4 only armors out there... you should invest in them
generally speaking, reinvesting in yourself helps to survive more and be ready for what ever comes

You can keep everything you can fit in your stash after the raid. But anything left on your scav goes bye bye after the transfer screen.

Once you exfil, you come to an inventory screen with your scavs stuff on the left and your stash and the right. You can transfer literally everything from your scav run into your stash on this screen. However whatever you left on your scav will be gone once you move past it
As long as it fits you can keeps, but you can't leave that screen and come back. I will usually pack my PMC full of w/e extra stuff I have floating in my stash before scav runs if I am getting full
