You get heavy skill xp reduction

you want debuff duration above 200s-400s (depends on your metabo level) so w elite 600 ideally but 900 is more realistic dur stims are the best OR less duration and make sure it only expires after the optimal 200-400s not before so skill gain is always reset between pops.) The Oblodobos 2 has too long duration so you get like 30-40% slower xp gain cause of the reduction (Guessing the % reduction from top of my head not accurate numbers but it does suck)
