you might be really behind on research or artifacts. a 39 I know that moved up to 42 recently has a 20mil enterprise

I don't get the advice to skip ships in the 40s, an uncommon at 42 makes all of the new loops better, MU makes rep easy, and as long as you are rotating factions and ship types the resources aren't a problem. The only thing really limited in G4 anymore is rare ship parts

its just the idea of saving mats for ops progression in terms of cost ratio. if you're happily floating in an abundance of mats, you can build all the g4 ships you want. but its also the issue of rare parts as you said.
there's also some other factors to consider such as iss jelly scrapping loop, research, etc.

Rela crewing is just standard IE for the krenim solo content. For the formadas, it's armada crewing. Most of the value in formadas is from just using your ability until you get your ship developed. Make sure to do the 4 cheap special research nodes for it.

I'd skip D4, I built it and used it so much it was picked as my favorite ship when those personal videos came out to showcase your achievements. But it's not a good ship in today's game, too much overlap with other ships and doesn't have ent's incredible ship ability.
It's that ship ability that extends ent's life. Being able to regen shields makes you so much tankier, and useable when punching up.
The augur's going to get outclassed sooner, but has a better hhp:shp ratio for xindi content. The firing pattern is also better if you're using some strategies (eg. Tyler), but I don't think those advantages are even close to shield regen.

I mostly used SNW Pike - SNW Spock - Kirk on the bridge of my ent. Both those SNW officers are easily sourced through the mantis refinery and you should have them before going to G4 imo.
Janeway - Kirk - Gorkon is also very good on the G3 ent until you get Belanna Torres Maxed. Janeway is also easily sourced through the augment choice tokens.

Vindi's biggest problem is that it grows too slowly. With the increased pace of the game, it may never be able to claim its position as the best pve ship for you. The GS is just as good, and grows faster. It's probably the better option to push. I'd still maintain the vindi, but if you had to choose on where to spend ESC, I'd go GS.

Probably too low for you atm, once you get some more tiers on it for the crew slots n such, youll be able to use it in place of a FKR ship in trans space.

Yeah Vindicator is also really good, the only issue with it, is youll die of old age before it gets that good.

They're built off of packs, and packs generally have equivalent amounts of rss/mats, but they will vary on the type so that difference could make one differ a lot in worth to the other.
