To expand on the 20/40Gb TB3, it's due to whether there is PCIe or not in it. 20Gb is for display/etc and 20 is for PCIe. It's not that uncommon for laptops to do PCIe-less TB3, which means it'd be 20Gb. It's one of the issues with one needs to look out for if planning to use a GPU enclosure.

Generally I found "clearly labelled" being deep-ish in the specs page and no where else in the marketing. Also annoying that most of the time lack of PCIe isnt mentioned which means if someone didnt do some nice research beforehand then they could be hecked "Oh just some minor perf loss from bandwidth, Ill be fine" or "I only need 16Gb for my x4 2.0 M2", etc.
