zen 3 boosts VERY aggressively

i put a ryzen 5 5600x under a 360mm liquid cooler and still saw 90c

Just get a set of 16gb, 3600 c16 memory. You don't need more capacity unless you do editing of 4k video and other production stuff.
Corsair or crucial memory with that spec is a good price right now.
Running 2 differently rated kits together will make them default to the slower kit speed, if it works at all.

The major difference between the memory controller between zen 2 and zen 3 is you can more easily get up to 3800, not just 3600. You can usually overclock a good 3600 kit to 3800 pretty easily.

There's little risk involved in overclocking. Zen 3 almost does it for you if you just enable precision boost overdrive (pbo) and the memory is easy and safe too.
