@lavish pagoda i found someone who made a build similar to that youre looking for, it has the case you wanted and practically the exact same specs. I cant remember the price of your first build but heres this. I hope this helps and i would recommend paying for this to be professionally built
also with your VR, with any money you have remaining from your budget, look into getting the valve index
there isn't a monitor on the list however, but i use the MSI Optix MAG241C and its great for the price

@desert gulch zen 2 doesn't oc that well anyways, you can get pretty close to its limit on stock cooler

my 3600x's limit is 4.2ghz on 1.238V and that can run on a stock cooler
done a lot of zen 2 builds with stock coolers

when i screw on a stock cooler i use the diagonal method while applying about 40 pounds of downward force onto the top of the cooler
and screw in until the screws cannot possibly budge further
yeah i did pretty much the same

screw in one screw halfway, then go to the one diagonally across and screw halfway, then repeat for the other pair, then finish screwing them in in the same order

either way it's a moot point trying to figure out what's wrong with your cooler if you're looking to upgrade
i upgraded from stock cooler to cm 212 primarily for noise
cm 212 runs great on a 3600
you won't really get any more overclocking headroom out of a better cooler than a cm 212, just lower temps/noise
which is important to some people but not all
the cm 212 already wasn't very loud in prime95
better coolers can give you more headroom on higher power chips but the 3600 doesn't draw much power
i upgraded from cm 212 to 360mm aio on my 3600x, clock speeds and oc headroom are exactly the same
