Older movies had higher quality "effects" cuz they werent entirely CGI, newer movies have lower quality "effects" cuz they are entirely CGI.
Basically all industries just move to whatever is cheapest. That includes not caring about optimization as much for software. Which has been a trend for a while as well, lots of programming practices go for readability rather than pure optimization cuz you're looking at only saving a few microseconds. Which back in the day these optimizations meant playable instead of unplayable games.

xbox one x and PS4 pro were basically RX480s perf and had about 5GB - 6GB of VRAM assuming the game prioritized GPU memory over system memory.
New consoles are basically 3060Ti in perf and have about 7GB - 9GB of VRAM assuming the game prioritized GPU memory over system memory.
Start raising the settings then VRAM can increase (depends). So like a 3070, except it is already at the VRAM cap for those games that prioritized GPU memory over system memory.
