As you obviously know coil whine is a vibration of a component that generates noise
Probably it vibrates more at 100% and makes a less audible sound (this phrase is sus)

Like 19k Hz can be really irritating to human hearing
But 20k Hz can't be heard (can barely be heard)

with a +1,000 on vram
