OK SO! I did some detective work. I actually found it via the #misc-pattern-codes and I searched for "cliff" I noticed that the pattern looked really similar and I punched in the maker code, turns out it's the same creator! I took a screenshot of their patterns for ya as proof 🙂 enjoy

there isnt an app but making text in custom design isnt hard. Here's a guide. You could also upload a picture onto a animal crossing qr design website acpatterns(dot)com, but the image quality will be really lossy. Another option would be asking in #player-services for someone to make you a sign/text.
