You can always build on the second cliff, but you need to do a glitch set up to be able to get up to that third level cliff and I believe they patched it. So you won’t be able to put anything up there

Tom Nook will announce it. If the 5th villager has moved in today, I believe it'll be closed tomorrow, if not the day after

They are just rare
You can maybe pile up all your trash items next to your house and then enter and exit your house on repeat to increase the chance of one spawning on top of it because you keep on reloading the area. That's how I caught mine

If you already have a house, grinding Nook miles+ goals is probably the best way, though you could also do the bigger goals if you haven't done a lot of the easier ones already.
It's also generally good to at least do the 5 first nook miles+ goals of each day, since they have multipliers.

And if you are collecting miles for the first house loan, the fishing and bug catching goals are good for instance 😗

You can use nook's plaza gift tool to find clothing that matches their style and color preference but even if they match, they can still display it in their house (it's pretty random)

If you go by that, species with less villagers (like octopus) technically have a higher chance of appearing.

Some can be traded legitimately, like the golden shovel DIY. Others like the watering can or axe cannot be traded because they don’t exist normally, and any you see are hacked.

Usually until 5 am on the next day after the plot is empty

You MUST have an unsold, empty plot available to invite a villager from another player's island, or to find villagers on mystery islands (and you can only invite one villager from a mystery island per day). A villager in boxes, or a house with the "I moved out" sign is NOT an empty plot.

houses won't get built as long as the plot isn't sold to a villager, so you can definitely start adopting now

I haven’t given Chai any gifts or helped her out since then, yet she ran up to me to buy an item, which the friendship guide says can only happen at level 6. The datamine says the blessing should give 2 FP. I have luck with belongings. What am I missing here?

Hey! When you bought Nintendo Online Premium instead of the HHP dlc itself, what will happen once it runs out? Do I lose all my progress or am I just not able to continue playing until I buy it again? I really don't want to lose my houses

you are enable to access hhp, but you get the perks you unlocks; like being able to redesign houses if you unlocked that.
you do need to buy the dlc if you want to go back on the hhp island

By trading, she is popular and priced high; by mystery islands you'd have the same chance to find her as any other cat villager

On top of what Dan said, when you go on mystery islands, the game first rolls the species, and then a villager from said species. This is why it's more difficult to find specific villagers from species with a lot villagers, and as cats are the largest species, she's technically one of the hardest villagers to find on a mystery island. But this still doesn't make too big of a difference. And all villagers and species have the same chance of being rolled
