I think the latter will happen, honestly. The game really tries to prevent you from moving in multiple villagers at once if you're beyond the first 5. The only reason I say there's a "chance" it won't happen is because I haven't seen it tested in awhile and can't remember the outcome.

It could be a friendship thing if you just moved her into your island. Talk to her everyday and if she runs up to you, you should be able to gift her soon enough. If you've previously been able to gift her and the option is no longer there, she might just be busy fishing/sitting/etc.

You MUST have an unsold, empty plot available to invite a villager from another player's island, or to find villagers on mystery islands (and you can only invite one villager from a mystery island per day). A villager in boxes, or a house with the "I moved out" sign is NOT an empty plot.

You own the DLC, it does not magically go away if you restart. Your progress on HHP does also restart however.

You're definitely fine then, just keep going with the method in .t moveout. Don't bother with excess stuff (hitting villagers, gifting them trash, talking to some of them). Spend slightly longer looking for bubbles, they don't always appear upon login.
