That happens if you leave a plot open for more than a day. If you still have unplaced plots, just place it on the 3rd day. If you 10 villagers, then the amiibo can ask to replace someone

You should ask how many villagers they have. If it's 5 or less, they cannot adopt yet and need to progress past the campsite villager.
Otherwise you should ask if their plot accidentally got autofilled and has a sold sign on it.
