Honestly, it’s probably just poor luck. I’d just keep trying and hope for the best. It’s also only available from 9PM-4AM so if it’s not that time on the island you wouldnt be able to catch it

it only spawns at night, and it counts the time as whenever you got there even if you wait around for hours. so you'd have to go on a tour after 9 PM and get an island with the right season

You don't need fences at all, she's just telling you that you need development points. Furniture, fences, constructing bridges/inclines are all suitable for achieving this

Sometimes it takes a lot of time. Things to keep in mind: they won’t ask to move on a Saturday so skip Saturdays, your most recent move in can’t ask to leave, and you would have had to talk to target villager at least once in order to introduce yourself. (Edit) also you need to have 6 villagers.

Is it your first 3 plots you got from tom nook? Because each plot is different. They assign to different personality which is for lazy, peppy, and normal. You need to check what items they request in each plot to see which personality. Probably you invite different personality and fill the plot for another personality

You can place all three of them and then invite 3 villagers from mystery island on the same day without completing the plots.

I mean realistically there's no way that this method doesn't work, because all it's doing is speeding up a process that happens naturally in-game anyways. With any method, all you're doing is rolling a dice to see if you get your desired outcome, and time travel speeds that up. Nevertheless, good luck, and I hope someone asks to move out soon!
