And a couple of days ago, I had another open plot, got her answering machine, and then today, another villager got it. If you have the answer machine she is in your move in queue. Your move in queue has 4 villagers, there's no way to tell where in the queue she is. You'd need to let your empty plots fills until she comes.

At least it’s not the same as getting a random person’s villager instead of the amiibo one, as with the move-in block. A friend of mine wanted Genji from amiibo, had to go through all four villager in his queue since the amiibo was blocked, just to get (and kick) a heavily gifted Genji with a bad custom design. Then he could start inviting a ”clean” one.

Should I restart my island?
When restarting, you will lose all of your DIYs and catalog. The start of the game is very tedious and people tend to forget this when resetting.
It is easier to remove everything and flatten your island.
Restart only if you don't like the position of your RS, airport, river ends, northern beach, etc.

if he's from another island (and so came from the move-in queue) its possible a known glitch could have extended to your circumstance. Basically there's a glitch in game right now where when you invite someone from your campsite, rather than taking priority and moving into the open plot, they get stuck into your move-in queue and another villager from that queue moves into the plot instead. As of right now we've only heard about it happening when recruiting from the campsite (specifically when using amiibo). but if he's not from there. It's just possible you've messed up somewhere and Tangy didn't end up being adopted

If you have at least 6 villagers, then yes: place one and you can find villagers on mystery islands or adopt from other players. Remember you are limited to invite one villager from NMT islands per day (no limit for adoptions)

If it's about the first 3 plots, you can only invite villagers from mystery islands or let the game autofill the plots. You can invite villagers even before placing the plots. If you finish the furniture, they will be immediatly autofilled. @slender python

You can change the time, save and exit, and let the game load the main menu without closing the game. Or exit and make sure to change the time before pressing the button to go back to the main menu. No need to actually shut the game down. But you cannot change it without loading the main menu. This has not changed.

Hitting them does nothing, you cannot lower relationship points enough to really make a difference (and not go down in levels at all). It's chance who asks. But as said, make sure to have spoken to them at least once and they cannot be the last one to have moved in.
