It sounds like you're doing everything correctly, so just keep going. Skip Saturdays (KK Slider blocks bubbles) and events (such as fireworks). Put a non-target villager's house relocation kit in your pocket, and just keep going day by day. Unfortunately a large part of the move-out process is heavily RNG, so there's no way to force the results you want.

Well if you do the .t moveout guide, be sure to have introduced yourself to the villager so they can ask to leave. Personally I do one month, save then day by day without saving.
Sometimes after two weeks of day by day still no bubbles, then I just start over. You are not guaranteed bubbles everyday with this method but you'll get them

They aren't your most recent villager and you have talked to them at least once since they moved in?

Did you follow the guideline above? I suggest double checking the reminder part in the guide to make sure the villager you're trying to move out doesn't fall under those factors, such as being the last to move in, or upcoming birthday etc

Have you used all the tools available to you? If they have been there a long time they probably have a better relationship with you than some others. Lower relationship means slightly higher chance to be picked for move out thoughts. You can use two ways to remove two lower relationship villagers from the pool!
The simple one is to just say no to a villager because that last one you said no to cannot ask. This both makes sure that someone new-ish with lower relationship stops asking, and also confirms that the one you want to move out wasn’t the last you said no to.
Choose another villager on the lower spectrum and pick up their house kit from Nook and keep that in your inventory (you don’t have to use it, you can give it back after). If you have their house kit they cannot ask.
Suddenly the pool is only 7 villagers and the chance is much higher that the right one is picked.

you can only invite villagers when you have a plot open. if every plot is filled then you wont get to encounter villagers on NMT islands.

things like umbrellas are still equipped when you enter your house even if your character doesn't hold them, so as long as it's equipped when you update they should be holding it in your dream ^^

not all at once, but you can take a “whoever asks first can go” approach

you can kick out villagers as many times as you want though

the cooldown for someone to be able to ask (the bubble isn’t guaranteed to spawn at this point though) is 15 days after you told a villager yes when they asked to move

In that case it's difficult to tell. It's usually the last on the on the villager list on your map, but if you TT the order won't be the right one.
