Not really you can check their preference and use filter accordingly on catalogue.ac I think nookplaza also has a tool that does it.
Even if you give an outfit matching all criteria they might not wear it

There's a cooldown of 15 days where nobody can ask after the last villager moved out, and a cooldown of 5 days after you last told a villager "no, don't move out".
