That’s likely because the spot it dropped on already had an item on it, or something like that. any tile that can’t have an item dropped in that space, or doesn’t have enough space around it for the present to bounce to, will have the present just disappear

Not really, as it's random who the game will choose (if it chooses any) - but, along with the latest one who can never ask to begin with, you can exclude at least two more villagers from being chosen:

• The last one you denied from leaving can't ask to leave (so even if someone you want to keep asks to leave, the first time that happens you can tell them to stay and make another 1 month jump)
• If you hold a villager's house moving kit in your inventory, they won't be able to ask either (so go see Tom Nook and ask him to move the house of a villager you want to keep - even though it costs 50k, you'll still be able to cancel it later and be refunded those 50k)

Are your dates by any chance on Saturdays? Events (such as the fishing tourney) and KK Slider prevent Celeste from spawning

If they aren't, just keep visiting them and eventually she should show up. Optionally, you can find your weather seed, that way you'll know all the possible nights she could appear. It's a bit tedious, but worth it if you need to farm her. Use this website: https://wuffs.org/acnh/weather/

My sister had one villager she didn't want to move. We didn't talk to her and time skipped. The next day no one of the other villagers seemed to have a cloud to leave out tho.
