Going forwards:
Weeds and flowers will grow/spread. Cockroaches may appear in your house (1 month or more). You may get the bedhead animation (1 month or more). Villagers may ask/comment on where you have been. Turnips will spoil if you time travel past 5 AM the following Sunday.
Going backwards:
Turnips will spoil. Turnip prices will change and your trend will be reset. Watered effect will be removed from flowers and they will not grow/breed. ABD chain will reset.

They don't appear to have any specific flower-color requirements (i.e., Orchid Mantises only spawn on white flowers), they just can't appear in the rain, so you might just need to hang out near your flowers during their active times.

How do i know when to help a villager? Is there a way i can do to make the villagers get fleas?

The only time ive ever helped a villager is when theyre sick inside their houses

When you talk to them, they'll mention being itchy, and if you look very closely, you should see a little black dot bouncing off of them. Hit them with your net, and that will catch the flea. There's nothing you can do to force spawn them, though.

Critter spawns are difficult to predict. A flea's relative spawn rate is 5-10, so they're not that common, but not as rare as the cicada shell, for example. They also haven't been in season for the North Hemisphere for the last 4 months, they just returned at the start of April, so if you haven't seen any recently that's normal.

because people have preferences over whether a villager has a ton of things (for example, if it has a lot of clothing, it’ll be all over which seems cluttered) and without things it’s just the default house

Yes, but you can't be sure the villager will replace them exactly where they were originally, plus they can shuffle other items around when doing so

For starters, try to follow Isabelle's advice, you also need at least 8 villagers to be able to reach a 3 star rating

Plant a hella ton of flowers and it’s easier when you have more villagers inhabiting the island, you might also need the nooklings shop and the able sisters but i’m not too sure

I use the ACNH Guide app and it is wonderful, plus the new Nook Points and inventory stuff in the Nintendo Switch Online app

I take the inspo from those shots and improvise. No fireplace in mine for example and used sofas and stuff too.
