You cannot switch out villagers for another when they are planning to move into your island, You're only able to invite another villager if you have the plots for it ^-^ I'm assuming you're on plot 3-5 for that lazy, normal and peppy and at the moment you cannot invite other villagers

first get like 5 mill bells, (probably from turnips) then move all buildings to the beach and plane the island using terraforming.

Flattening may be a good choice! Most players resort to flattening in order to make their island a blank canvas. You would need to move all buildings to the beach/sides and rid of all placed furniture, then hack away with the terraforming tool until everything is flattened out (no cliffs)
