Yes the first camper should always move in. I'm not sure I understand what happened though they invited the first camper, so there should be a sold plot for them, then they bought another plot and invited someone is that what happened?

I think I explained it badly!
So someone came to my island to adopt a villager. They spoke to them, and invited them. The house went to "i've moved out" but the plot didn't sell on their island.
It turns out during this, their campsite villager (first campsite villager) hadn't moved in yet, was in the process.
They skipped forward a day, campsite villager had moved in, they bought another plot, skipped a day, the original villager from my island bought the plot so looks like the villager from my island went into their move in queue

• How do I get the different frames of the photo? Use a customization kit; it only costs 1 kit.

Generally that is the most popular method (I would say) and although it does take a long while, no matter what method you do it is going to take quite a while to get friendship points. Wrapped fruit on villager birthdays seem to do the most on the points system (i believe it's 8 friendship points) so you may want to consider using that to your advantage ^-^
