From my experience and if I remember well, oddly moving the house of a player that's not the island representative count as moving a secondary building (like the animal villager houses, the shops or the museum)
So the island representative can move their house on the same day as another player moves their own, but wouldn't be able to move a shop (Tom Nook will say he's too busy if you ask him about infrastructure)
No idea about moving the houses of multiple secondary players, though from that logic it would be impossible as they would both count as secondary buildings
