I don't think you are doing the method wrong, since it's easy to do and it will still work even if you don't do it exactly "right", could just be bad luck or there's some unknown factor affecting this, which could be attributed to K.K.. You can keep going and hope it's just bad luck for why you haven't gotten much, or you could try to unlock K.K. and see if that fixes the problem. If you want, you could explain to me your TTing process in case you think you might be doing it wrong.

they just sorta do that. we suspect it's due to color/style/gender preferences, but i'm unsure if there's a solid explanation as to why they display vs wear. i do know, however, if you replace the mannequin in their house with a furniture item, it'll go to their clothing inventory and they'll wear it instead of displaying it.

Pagoda it’s a rare item you can only get from helping gulliver. He gives that item once randomly until you complete all of his items and get the golden shovel. He will give you another variant of the item you already have, but that’s take a lot of time even with time traveling. Also he visits once per 1-2 weeks
