You are describing what sounds like a very normal interaction where you are supposed to interact to them by pressing A, not reacting the way they are reacting.

Should I restart my island?
When restarting, you will lose all of your DIYs and catalog. The start of the game is very tedious and people tend to forget this when resetting.
It is easier to remove everything and flatten your island.
Restart only if you don't like the position of your RS, airport, river ends, northern beach, etc.
