When restarting, you will lose all of your DIYs and catalog. The start of the game is very tedious and people tend to forget this when resetting.
It is easier to remove everything and flatten your island.
Restart only if you don't like the position of your RS, airport, river ends, northern beach, etc.

They are not really rare, you can find them at mystery islands and also Daisy Mae sends you bamboo shoots sometimes if you buy turnips. A bamboo tree produces a shoot once its lifetime, so you can dig the shoot up (looks like a fossil) and plant it to grow another one.

if they were your most recently moved in villager, then they can't ask to move out, you would need to either move them out with a campsite visitor or an amiibo. Also, you need 6 villagers for any villager to be able to move out!

I have a question, if I downloaded acnh digitally, if in ten years time the eshop shut down and my switch got stolen can i still retrieve my games? Let's put in terms of 3ds, if your 3ds got stolen could you retrieve your 3ds digital copies?

The eshop will probably not shut down. Whatever games you did buy, you could re-download. The thing with stolen switch or 3ds would have to be dealt the way they do it now which is reporting your switch is stolen or lost and then dealing with and moving* accounts to a new switch. Knowing the NNID is helpful to unlink your account. Also, if switch is stolen, you should worry about any credit cards connected(contact bank) and contacting the police before any games. As for save data, it's probably safe if you've backed up your island & have nintendo switch online.
