I did not say that. It would be an equally random chance once you have seen them all. I am assuming you already have the campsite document? It's 50% chance of random 50% chance of missing personality (minus once you have seen already in camp and ones that already lived on your island). So the only time you'd see Sally is when you have seen all normal(?) villagers and then it would be an equally random chance for all normals (also applying the 50/50 chance on whether or not you have normals)
