I think you should still reboot even if you can't buy an upgrade, but only if your simulation speed will be upgraded by a lot (for example, rebooting will make your simulation speed go from 10,000 to 13,000)

If your simulation speed won't be upgraded much, don't reboot. It will just make things harder
