SHD presence actually got stronger the harder the opposition pushed- a significant amount of Black Tusk officers are now gone, High profile Rogue Agent cells are being systematically wiped out, The various gang factions are fragmented due to their leadership no longer being there

At this point in the story, we SHOULD be a force to reckon with with the amount of gears we recovered from all 4 factions

From the start of the game where JTF was crying like a baby from a mere group of hyena fools attacking them, militias wielding golf clubs and baseball bats, and division agents were down to 2 squads worth of manpower and just 2 by the time we got to them (Kelso, Brooks, Espinoza, Edwards, Lee, Maya's squad, that one dead body in front of the capitol)

But the Summit Hunters and the Deceit Hunter fight more like D1 Hunters

For all we could know they could have Regiments battalions or whatever but they way the fight sre completely diffirent

I don't think it's accurate to think of it as "hiding spots" just because the game mechanic to trigger the encounter makes it seem that way. I think each of the encounters are better seen as just haphazard events, like you were bored taking pot shots at windows/abandoned buildings and have been doing it all night, attracting the attention of a hunter.

Also I think some of the fights makes best sense as a fight retold after-the-fact, so it has exaggerations, missing details, oversimplifications etc. The way you tell the story to your buddies at the bar.

It's pretty standard operation for villains to try to convince the protagonist they are actually one and the same, and superficially we have a lot in common with Keener in terms of intellect, resourcefulness, highly trained skills and sheer determination/ability to get things done.

Surely that's attractive to someone like Keener if they can be turned/assimilated into his network. But we've also seen how he treats his other allies, and he probably used the exact same lines on them to pull them in. (And he wouldn't have gotten to where he is without being good at identifying cracks in the facade/internalised doubts, and what SHD agent haven't had doubts in the darkness, at one point or another.)

Typical revolutionary seduction speech, and pretty much ties into the Forer effect (Barnum statements) and generalised yet self-identifiable statements just like astrology. For instance, who doesn't act one way with someone in the room and slightly different when they're not there. It's a basic human condition to empathise and adapt socially to your surroundings, but framed the way Keener does it he makes you think it has a hidden meaning/reveals something deeply personal about yourself that nobody else sees.

Almost related: The other week I came up to a Summit floor where the entire room was on fire.
