Honestly, outside of Targeted Loot, your best bet is the "Named Item Cache" that's available during Global Events (GE).
its loot pool is every single Named Item that you're able to farm right now, though.

Yeah, the rest is fine even when the effect lasts a second but losing the shield is annoying af. On my backfire build I have 1 bleed, 1 disrupt and then fire res from specialization, makes life very easy even if it means sacrificing some CHD (in my case).

also the reason why jefferson trade center is slower for coyote's is because when you do jefferson when it's not mask targeted loot, every drop has a significantly lower chance of being coyote's mask except from the final boss
whereas in a mask targeted loot area, every drop (with a targeted loot drop) has a fair chance to be coyote's

Pre WLONY, I had built my Nemsis the old fashioned way.
Found that it was now trash as lvl 30, saw that I allegedly needed to craft it again.
So I got lvl 40, went straight to getting the pieces.
I couldn't loot the initial piece from tidal basin to save my life.
Realized I had to part ways with it, trashed the one in my inventory, the initial piece finally dropped from that Damn key room.
And so it began....getting the pieces for Nemesis on each map rotation
Then something crazy happened....the Nemesis dropped randomly in the Summit. Waaatttt
Anyway. Crafting mission didn't get completed...it's just awaiting the last piece.
But I have it, the Nemesis
In fact, in my searches for the Mantis, IVE LOOTED 8 NEMESIS
What in God's green earth do I have to do to get this Mantis to Drop!?

I've been doing the seasonal manhunt stuff and sometimes I'll get a random hunter to spawn during a bounty/mission (it's been in DC lately) 🤔 I know there's rogue agent spawns, but I've never seen a hunter randomly spawn? Check if you have the latest nvidia graphics drivers. In the settings, try setting "local reflections" to off and see if that fixes the problem.

I had the same issue but the latest drive update seems to have fixed it.

weighted drops= "the drop chance can change based on xyz condition" but for this game its drop rates are fixed, so it doesnt have that.

well no, it just means a certain drop has weight to it, and its not an equal spread. This can or cannot be dynamic

is negotiators dilemma skill damage? like if i add skill damage modifiers will the damage transferred to mark hostiles increase? i only ask this because i noticed that when completing a mission and looking at details it says i do hundreds of millions of skill damage when im just running a red ND build

no its weapon damage. and that end of mission screen has LOTS of bugs/ issues so is worthless outside of tracking mission time.

it is at least consistent in that regard, I've been running ND for a while in missions and it always shows a ton of skill damage (and a low CHC, which must be calculated from total damage)

only do lincoln if it has what you want targeted and if not its usually just summit since you can choose what summit targets any time

to answer your question, div2 is live-service, so not touching the controls for a shortish amount of time will boot you back to login.
to solve this, just go do something else nearby while you're waiting, or walk in a circle or something.

Dont have any specific build going, and to be fair i dont even know any build possibilities, so im basically a fresh level 40

Lots of things to do, start by getting a build that can at least speed clear challenge difficulty though. Pinned spreadsheet in #td2-build-advice has build lists and guides for new level 40 (also #ask-td2-community community has a new player guide too.)

most likely you heard that when shotgun was the targeted loot assigned to darpa that day, but it changes every day
