Tbh as soon as I hit level 40 I balanced it. I ran a bunch of countdowns for my builds to target the loot and extra stuff I just dismantled and sold however I I realized early enough thankfully to fill my library. You definitely want to start early because it can be very time consuming. After every mission or countdown I ran once I had enough material and credits I used every gear piece possible toward filling my library. Max stats help for extracting but you can slowly increase if you don’t have the maxed out ones although it’s a bonus. Before I hit shade level 150 I have a maxed out library every stat and every attribute it’s worth doing now because later on when you start making builds or theory crafting you don’t have to worry about filling your library it’ll already have every possible stat maxed. I would take about 10 minutes after every run and fill my library.

Tinker's talent just allows you to use 2 weapons from the same category to make it so it has 2 talents on it as long as the other weapon isn't named or exotic

everything you recalibrate can only change 1 thing on it and only that thing as many times as you want. which is why we tell people to get the item near perfect so you can change that 1 thing to make it good
in weapons teh first and second attributes are tied to the respective weapon and those can't be changed
