Most encounters in this game happen between 15-35m so unless you're really aiming far, the difference is negligible. The recoil bounced back to where I was shooting practically instantly. The shooting range sucks for DPS testing, but I'm still landing shots all the same, with or without the stability mods.

There's no exotic gear sets in the game. Everything else is easily farmable via Targeted Loot in Countdown and Retaliation.

You can do so yourself if you'd like. I used the Omega Rifle Suppressor, PRO Red Dot Sight, and the Angled Grip. This puts you over 100% stability and no difference aside from the gun bobbing up and down. But the shots all landed on target. Tested it at 20M and 50M ranges.

There's no easy or hard ways, just set the Targeted Loot to the one you want and go farm it in Countdown or Retaliation.

Some skills have their cooldowns change dynamically, like turrets and drones. The cooldown for a turret that's destroyed at 2 seconds is different from a turret that's destroyed at 30 seconds. I assume that's that skill cooldown requirement considered active skills as being "on cooldown."

Every 3 floors is a checkpoint. And ever boss floor is also a checkpoint.

No progress is ever lost in large amounts like what you're describing.

This happens to me all the time. It’s exactly where you were standing when the Retaliation concluded. Just run around the last checkpoint. It will be on the ground.

A good general rule is that if you can't make something flawless in 1 recalibration, and a few optimisations, then seriously consider junking it.
Exotics excluded of course, they're their own thing.

As for loot overall, this is what I usually post right about now:
the generally accepted order is: Keep if good > Donate to Recal Library > Donate to Proficiency for Expertise > Junk > Sell.

He has a high chance of spawning whenever you get close to one of his spots, if he doesn't spawn at a spot you can simply log off and on and check the same place again
If you did accidentally spawn him somewhere else without noticing though, he had a 30m cooldown before he'll respawn somewhere else

Something's definitely wrong with your endgame progression state. Maybe try running capitol again on Story difficulty and see if that unlocks anything, also check for little 'talk to Manny' type side missions at the white house

Usual process is: do all the story missions to unlock the three strongholds, then do them ending in Capitol (must be lvl 30 and claimed specialization), then your map gets invaded and you need to do three strongholds again but invaded this time.

That unlocks a little side mission near white house which in turn unlocks tidal basin

Maybe. I guess this is some new bug that lets players get the story in the wrong order somehow.

If it was the raid version you did, on Normal and not Discovery difficulty, then you should have a couple new projects in your project list asking you to donate foundry bulwark and future initiative gear. Complete both of those to get the regulus blueprint, then run another fresh Iron Horse to get the parts to build the gun

You don't technically need all 8 players but it's much harder if you have fewer

yes, do you undestand how proficiency works? if you do the active modifiers is the same mechanic. as long as you have it equipped it gets experience and levels up, since you can't do the retaliations with it to level up you have only tidal basin to do so which will be slow
