Those invitee conditions listed on the website are bs and contradict each other. Pretty much it only works if you invite new player. And if all goes well, invited player on that website should see his progression bar with hours.

so you can go kill a true sones or outcast and one of those turns red then you can see waht they took over and there'll be a key to press. Think F to hold down to initiate the retaliation. Tip before you start that. you can choose a control point. double click some place near it (not on the control) you'll place a gps signal for it so you can get your bearing. once you're in you've got minutes to do all your control points they've taken

So basically - looting an exotic item or getting it from a cache doesn’t give you the blueprint to craft it. The RECALIBRATION blueprint for said item becomes available from the crafting vendor. This allows you to destroy your exotic item to make a new copy with different, randomized stats.

The actual crafting blueprints are acquired elsewhere

I believe they primarily come from retaliations

You do not need st Elmo’s crafting blueprint to recalibrate it. You need st Elmo’s recalibration blueprint, which can be purchased from Inaya after you get it from anywhere.

Tbh I don’t know why you aren’t just given the recalibration blueprint after you get an exotic, it costs like 1000 credits

As I was typing this I started thinking it could be a shader cache issue since it's happening right after you re-installed.
Just keep running around for a while and look around and see if the stutter stops. I had pretty bad constant stutters last time when I cleared my shader cache, but it stabilized after a couple minutes.

if it doesn't stop by itself:
did you maybe have any leftover config files from the old install in your "/documents/my games/the division 2".

You could deleting that folder so the game can generate a new fresh default one for you. Then just change your settings again in game.
That should clear out shader cache and any possible config conflicts.
On this update there were new parameters added to the graphics config so old configs might cause issues.
Also while you're at it, might as well delete shader cache contents from windows 'disk clean-up' utility. If you're comfortable with that type of stuff. 🙂

No anti-cheat is 100% effective, its simply not possible, anti-cheat tools are always being updated, but cheaters put as much if not more money into making and finding new cheats/exploits as anti cheat tools invest in stopping them. its a game of cat and mouse. and as much as it sucks its simply imposable to keep up with the people building cheats. EAC is still one of the better anticheat tools. for detection it does beat out VAC/battlEye, Kernel level anticheats like EAC have virtually unlimited power and reach at a system level. and monitor for cheats well beyond the reach of any other anti-cheat on the market.

I'm aware of what EAC can all do to detect and react to. I've played Rust for years and I know it can work rather well. It's just that nobody who cheated/is cheating in this game gets banned. All I know is I killed Violet the war hound, fought through the ridiculous final fight against the timer and valves, the hordes and the Jaminski or whatever his name is. When you get hit with the timer for the valves, you jump off a ledge to initiate the fight. Behind where you land is a giant metal gate with what look to be steel coils from an industrial mill. No boxes, locks, or interactable spots. Im guessing you have to get it before you jump down but I am not going to bother with Violet again. Flamer hounds with fire that shoots through walls is the dumbest mechanic to 'make a fight more engaging and challenging" Ive ever heard of

if you click on @rugged stratus he has a document for a Mortar Supremacy build where he's using glass cannon and capacitor, i got the same but i went the perfect skilled talent Empress chest with strategic alignment backpack status effect/skill damage getting near infinite seekers per kill 😹

there are times my skills doesn't proc skilled and i'm SOL, but it's rare with the luck i've had 😹

believe when they first put in expertise. people would equip 3 different weapons, 6 different gears, 2 skills and run challenging countdown until they were proficient in all those items, swap htem all around including specilization and run again until they got them all
