Listed in the order you want for dps really

Flatline and insync are two really good ones but they require you to have technician for flatline and a skill for in sync

Personally go with dps talent over utility bc I notice f2000 has high damage drop off

Might want to look into it. 300% headshot damage multi and the cloud it makes kills stuff and heals you. It kills friendly NPCs too but minor bug. When you gain levels or complete challenges you gain stars that can be used to buy caches, including exotic ones.

They're two different stat slots. Secondary attribute it only goes to 6%, but the capacitor (or is it just assault rifles?) Goes to 10% max in that primary attribute slot.
The optimization might be bugged however, since you cannot build up your library that far

Looks like you are unaware of the bug where the green cloud damages friendlies (in this case, the satellites). Body shots mean no cloud so the satellites don't get damaged

Yeah doing specific missions for Exotics is kinda a bad idea overall, as you only get a chance from the final boss.
with Targeted Loot, you get a chance (smaller) from every single enemy.

This is the best thing I've read on it

TL;DR is to run the highest difficulty you can, as the overall amount of normal drops will increase - so will the minimum rolls on the items. Targeted Loot can only drop alongside normal drops.
Per the math from the reddit post - Chance for Targeted Loot from non-named npcs:
Challenging 0 Directives: 40%
Challenging 5 Directives: 40% + 15% (5*3%) = 55%
Heroic 0 Directives: 50%
BUT, Heroic will overall give you more Normal drops - and the chance for Targeted Loot only applies when a normal drop occurs.

It has something to do with either respawning after progress has been done on an objective or getting blown out of cover by an explosion, quickly going back into cover and then armorkitting. I don't have the tenacity to keep testing, because getting the bug is not foolproof. Might have something to do with an interaction between cover, armor kits and the sharpshooter specialisation (both cover and armor kit is changed)

You see the sections down the bottom? Click on the one that says "AR" then scroll down until you find "burst dps".

Then whichever one of the upper few that show up with dtooc (damage to target out of cover) natively on it, so you can re-roll the Talent, and you'll be good.

I recommend Strained as the Talent, but Fast Hands is good too, Optimist is alright.

before the recent buffs famas was at the top.
f2000 does have the issue that if you're a low SHD level, your crit chance is going to suffer since less mod slots.

just farm until you get an AR that looks like I mentioned with the attribute+talent, then check to see if it's on that list near the top.

Actually the first massive update already hit, it was called "Project Resolve" and there's more tweaks to follow.
absolutely it's a great time to restart. New Season droped very recently, big change-ups with Resolve', buffs to underused stuff, better almost everything really.
