My confusion mainly is even before expertise ive seen people dump crazy numbers for DPS, and when I go to match them mine doesnt equal

Even when I've maxed my gear and god rolled everything, it's not 10-20k dps off, it's like 100-200k off if not more, and this is before expertise was a thing

When you prototype existing gear, one stat will be maxed out to a higher value, guaranteed. But you cannot influence which stat nor can you tinker with it later on. Once prototype, it remains. Nothing is changeable.
However you have a very small chance to get a second attribute maxed out and a really, really, tiny chance for all three stats on an item possibly to get to the new max
