The trick is to kill all but 1 or 2 enemies and then keep decoy dropped so rat queen aggros the decoy

The other enemies usually sit and cower in cover. You can easily use foam for them too if need be

Most folks don't, but it's not very popular so don't worry too much.
Obtaining it is really just a matter of time, since you need the Descent currency in fairly large quantities.

Tempest you can get fairly easily, just complete Tidal Basin Climax Mission on Master Difficulty, and it's a 100% drop, along with the Blacklisters kneepads.

Having the "best" gear in div2 is really only half the battle, you need to know how the build works+how to run it, for the content that you want to complete.
It sounds obvious, but it's honestly the biggest difference between someone who is at the endgame, and someone who has mastered it. We all started out at the former, it takes a while to get to the latter.

you get a stack every time a marked enemy dies, you just need to shoot an enemy to mark them, other things damaging an marked enemy gives you more stack when it dies, correct?

yeah. the set by default lets you mark up to 4 enemies at once, each marked enemy dying gives a stack

if you shoot another enemy after marking one, you remove the mark on the first and apply it on the second

this is why you need other things to shoot with, they are additional mark "sources"

Can go Vigi + Equalizer. It'll hit for slightly more at top end

Meanwhile, you nerfing your damage to survive slightly longer means that you kill the enemies slower. Thus you take more damage as the enemies are alive longer, firing lots of bullets that all hurt.

I'd guess that the shotgun/Headhunter build is one for the Reanimated event. Extra Headshot Damage, exploding heads and stuff, you know? As @thin oasis already pointed out, usually using your Specialization weapon can start the fun with Hollywood. Also, the shock rounds St. Elmo's offers are pretty useful here. The only build I'd say that really comes in handy especially for farming some the event's tasks is a Technician build with lots of Explosive Damage, Seeker Mines, and Artillery Turret.
