Clear the first two rooms, then fast travel to the safehouse. That will cancel the bounty

As doomz said, drop rate is not affected by difficulty. It's a flat 8% so farm on the lowest difficulty you won't get bored on.

Basically:
Get an item Proficient by using it or donating junk to the Expertise menu. Once it reaches Rank 10/Proficient you'll be able to apply Expertise levels to it.
Expertise levels are increased by having lots of items Proficient.

If your backpack is full at 150 then when you open a cache it drops on the ground. Then after you see what you want to share remove some stuff from your BP pick the loot up and it gives the share option.

Dark Zone is in a pretty terrible spot right now as the PVP in this game is entirely unbalanced. Additionally as well people will exploit lag switches or full auto glitching with a super powerful sniper rifle. Conflict is also buggy, there are plenty of spots that people can abuse to shoot through walls and its entirely functional in the game hasn't been fixed. While I am a big fan of the PVP in this franchise I am not a big fan of how broken it is right now. I recommend many people that come to the division to play PVP not to set their expectations too high

Additionally as well your true PVP experience doesn't start until you reach SHD 1000+

SHD 1-999 is all low bracket players. SHD 1k+ is where the true veterans play

We are still waiting on the release of survivors. The player base is very hopeful for it but if they can't get the PvP issues under control, survivors is going to be dead on arrival for the PVP community

The developers have confirmed they're working on the PvP side of things right now so that to me has a PVP player is giving me a lot of hope. However, I'm very cautious because they have made some pretty poor changes in the past and I'm hoping they don't completely butcher PVP

As far as I understand, raid and DZ items only drop in those areas, and once you pick them up, they become part of those loot pools for your character. (Which is why giving an item to your friend and them giving it back works to unlock said items) Everything else falls into the general loot pool, other than that, the only way to obtain the raid and DZ items is through event caches.

And to get exotics isn't hard but it's not exactly guaranteed to get either. Most say just run countdown on challenging (matchmaking) and buy exotic caches from the countdown vendor. But there's other ways to get them

Since you're after Elmo's, I would just recommend target loot assault rifles and matchmake for countdown on challenging. Stick with the group, don't do VIP, and you'll be fine. It'll eventually drop for you. Or you can buy the exo caches every 2 runs and hope it'll drop from the cache

if you didn't know, back when strikers came out with jupiter manhunt, it didnt have the luxuries we enjoy now. It only stacked up to 50 stacks, weapon damage went up by .5% per stack but if you missed shots you lost 3 stacks. The chest piece gave you 100 stacks and the backpack only lowered miss shot penalties to 2

so in some ways it was worse than division 1 non classified strikers lol

Well, with a primary weapon at Expertise levle 30 you basically have two additional red cores on your gun. So you could technically have two blue cores on your gear and still put out the same damage as an all red build without Expertise upgrade.

But:
I most cases I'd say that the answer is either Striker (which would be the easier answer) or a better composed build in general with synergizing talents and bonuses.

I ran a Heroic Bounty for it, got the completion key only.
Did a normal later on, got 5 without even finishing it.
